BOULDER -- Barely three weeks heading the Boulder police, Mark Beckner today announced a major restructuring of the police department.
Beckner, who has headed the JonBenet Ramsey murder investigation since October, promoted two commanders to the new positions of deputy chief. Commanders Jim Hughes and Dave Hayes will assume their new roles Monday.
The changes are expected to improve the decision-making process and the accountability for decisions made at various levels in the organization.
``The theme I have been stressing with all members is one of teamwork,'' Beckner said in a prepared statement. ``One person or several people cannot make positive change alone.''
Additional changes include Cmdr. Joe Pelle's reassignment to the detective bureau by the end of the month. Pelle, who has a substantial background in homicide investigations, will establish a major-crimes unit that will be used in all homicides and other serious cases, Beckner said.
Cmdr. Tom Kilpatrick will be reassigned to commander of watch two and three of the patrol division.
Also, Det. Carey Weinheimer will be promoted to sergeant in the patrol division. Weinheimer will continue working on the Ramsey investigation, but will be transferred to the patrol unit in January.
A fourth commander will be promoted sometime in August and be assigned to command the day-shift patrol and the traffic unit.
